Inefficiency
We introduce an ordinal model of efficiency measurement. Our primitive is a notion of efficiency that is comparative, but not cardinal or absolute. In this framework, we postulate axioms that we believe an ordinal efficiency measure should satisfy. Primary among these are choice consistency and planning consistency, which guide the measurement of efficiency in a firm with access to multiple technologies. Other axioms include symmetry, which states that the names of commodities do not matter, scale-invariance, which says that units of measurement of commodities does not matter, and strong monotonicity, which states that efficiency should decrease if the inputs and outputs remain static when the technology becomes unambiguously more efficient. These axioms characterize a unique ordinal efficiency measure which is represented by the coefficient of resource utilization. PATENTS, R&D AND LAG EFFECTS: EVIDENCE FROM FLEXIBLE METHODS FOR COUNT PANEL DATA ON MANUFACTURING FIRMS
Hausman, Hall and Griliches (1984) and Hall, Griliches and Hausman (1986) investigated whether there was a lag in the patent-R&D relationship for the U.S. manufacturing sector using 1970¿s data. They found that there was little evidence of anything but contemporaneous movement of patents and R&D. We reexamine this important issue employing new longitudinal patent data at the firm level for the U.S. manufacturing sector from 1982 to 1992. To address unique features of the data, we estimate various distributed lag and dynamic multiplicative panel count data models. The paper also develops a new class of count panel data models based on series expansion of the distribution of individual effects. The empirical analyses show that, although results are somewhat sensitive to different estimation methods, the contemporaneous relationship between patenting and R&D expenditures continues to be rather strong, accounting for over 60% of the total R&D elasticity. Regarding the lag structure of the patents-R&D relationship, we do find a significant lag in all empirical specifications. Moreover, the estimated lag effects are higher than have previously been found, suggesting that the contribution of R&D history to current patenting has increased from the 1970¿s to the 1980¿s.Innovative activity, Patents and R&D, Individual effects, count panel data methods.

Extent of pollution in planet-bearing stars
(abridged) Search for planets around main-sequence (MS) stars more massive
than the Sun is hindered by their hot and rapidly spinning atmospheres. This
obstacle has been sidestepped by radial-velocity surveys of those stars on
their post-MS evolutionary track (G sub-giant and giant stars). Preliminary
observational findings suggest a deficiency of short-period hot Jupiters around
the observed post MS stars, although the total fraction of them with known
planets appears to increase with their mass. Here we consider the possibility
that some very close- in gas giants or a population of rocky planets may have
either undergone orbital decay or been engulfed by the expanding envelope of
their intermediate-mass host stars. If such events occur during or shortly
after those stars' main sequence evolution when their convection zone remains
relatively shallow, their surface metallicity can be significantly enhanced by
the consumption of one or more gas giants. We show that stars with enriched
veneer and lower-metallicity interior follow slightly modified evolution tracks
as those with the same high surface and interior metallicity. As an example, we
consider HD149026, a marginal post MS 1.3 Msun star. We suggest that its
observed high (nearly twice solar) metallicity may be confined to the surface
layer as a consequence of pollution by the accretion of either a planet similar
to its known 2.7-day-period Saturn-mass planet, which has a 70 Mearth compact
core, or a population of smaller mass planets with a comparable total amount of
heavy elements. It is shown that an enhancement in surface metallicity leads to
a reduction in effective temperature, in increase in radius and a net decrease
in luminosity. The effects of such an enhancement are not negligible in the

The use of indigenous knowledge in development: problems and challenges
The use of indigenous knowledge has been seen by many as an alternative way of promoting development in poor rural communities in many parts of the world. By reviewing much of the recent work on indigenous knowledge, the paper suggests that a number of problems and tensions has resulted in indigenous knowledge not being as useful as hoped for or supposed. These include problems emanating from a focus on the (arte)factual; binary tensions between western science and indigenous knowledge systems; the problem of differentiation and power relations; the romanticization of indigenous knowledge; and the all too frequent decontextualization of indigenous knowledge
Connected and disconnected quark contributions to hadron spin
By introducing an external spin operator to the fermion action, the quark
spin fractions of hadrons are determined from the linear response of the hadron
energies using the Feynman-Hellmann (FH) theorem. At our SU(3)-flavour
symmetric point, we find that the connected quark spin fractions are
universally in the range 55-70\% for vector mesons and octet and decuplet
baryons. There is an indication that the amount of spin suppression is quite
sensitive to the strength of SU(3) breaking. We also present first preliminary
results applying the FH technique to calculations of quark-line disconnected
contributions to hadronic matrix elements of axial and tensor operators. At the
SU(3)-flavour symmetric point we find a small negative contribution to the
nucleon spin from disconnected quark diagrams, while the corresponding tensor
